Health insurance in Uganda - 26/05/2008

There is currently an incredibly thorough debate in Uganda as to how health insurance should be provided for workers and their families.
There is a great difference of opinion in the Government as to how it should be organized.
The International Labour Organization (ILO) standard on social security, C102 incorporates medical insurance/coverage as the main ingredient of social security benefits a country should try their hardest to provide for its workers and their dependants to a satisfactory level. This would mean it should be sorted out by social security rather than in national medical plans, meaning it has to be settled by the NSSF.
Around 36 countries in the world have a medical insurance scheme run by their national social security provider with no involvement by health ministries.
The Ugandan economy is currently definitely stable enough to fund a national medical insurance scheme via the NSSF associates. Around 3% of a workers 15% donation to the NSSF would be more than enough to make sure them and their dependant got an acceptable level of medical coverage.
